The incorporated parishes of East & West Flegg are comprised of all of the parishes in the East & West Hundreds. They are (East Flegg) Caistor next Yarmouth, Filby, Mautby, Ormesby St. Margaret with Scratby, Ormesby St. Michael, Runham, Stokesby with Herringby and Thrigby & (West Flegg), Ashby with Oby, Thurne, Billockby, Burgh St. Margaret & Mary, Clippesby, Hemsby, Reeps-cum-Bastwick, Rollesby, Martham, East and West Somerton and Winterton.

The House of Industry was erected in 1776, enlarged in 1818, and again in 1834, and could accommodate 400 persons. The paupers were employed in the making of rope, twine, fishing nets and sacks etc.

It should be noted that the area is highly agricultural and by June many former paupers were probably employed. It is understood that there were many outdoor paupers.
